Bigotry and the Perpetuation of Stereotypes

If the Russians had done it to piss off the Chechens, or if the Isrealis had done it to anger the Palestinians, the move would have made some sense, in that the respective countries could use the ensuing violence to justify "defensive" wars in the region.
